City committee approves Transcona train parking

City council’s public works committee has approved a plan to allow Canadian Pacific Railway trains to queue up in Transcona while the Manitoba Floodway Authority builds a new rail bridge over the expanded drainage ditch.

The committee voted 3-1 in favour of the plan, which will cause traffic to back up two or three times a day on Panet Road and Peguis Street during the 11.5-month construction period, which is slated to begin in September.

CPR will queue up eastbound trains in Transcona – and westbound trains in the Rural Municipality of Springfield – because a temporary single-track bridge will handle train traffic in both directions.

After initially accepting the plan on March 4 and rejecting it on March 11, the public works committee approved the plan because the province has agreed to pay for the Winnipeg Fire Paramedic Service to station an engine in Harbour View during the construction period, when traffic access to the northeast Winnipeg neighbourhood will be strained.

Couns. Bill Clement (Charleswood), Harry Lazarenko (Mynarski) and Lillian Thomas (Elmwood) voted in favour of the plan, against the opposition of Jeff Browaty (North Kildonan), who complained the province doesn’t seem to care about the northeast quadrant of the city.

Transcona Coun. Russ Wyatt, who does not sit on the public works committee, was also upset and criticized Mayor Sam Katz for brokering a deal that will cause traffic headaches in northeast Winnipeg.
