As per the Railway Locomotive Inspection and Safety Rules any locomotive out on the mainline must have ditch lights in the direction of travel regardless of whether they are a switcher crew, work train crew, or through freight service. Any locomotive sent out that will be knowingly running back in the opposite direction such as a switcher or work train must have ditch lights on the long nose end for the return movement.
