The following e-mail from Transport Canada clarifies Operating Bulletin #BCO-ISA-196/06

As per our telephone conversation yesterday,

Just to clarify Operating Bulletin BCO-ISA-196/06, Ditch Light Requirements, this bulletin makes reference to locomotives in road service requiring ditch lights but that is not to be confused with the collective agreement definition of "road service". As per the Railway Locomotive Inspection and Safety Rules any locomotive out on the mainline must have ditch lights in the direction of travel regardless of whether they are a switcher crew, work train crew, or through freight service. Any locomotive sent out that will be knowingly running back in the opposite direction such as a switcher or work train must have ditch lights on the long nose end for the return movement.
